
The Draft ICM Policy
The Draft ICM Policy was prepared by a joint working group consisting of the Independent Expert Panel that form part of the ICM, and representatives from the DFIs as part of the ICM Policy Review & Update process, and was approved for public consultation by the Management Boards of the DFIs.
It was disclosed to stakeholders during the ICM Public Consultation for their input and comment. It is important to note that the draft is not a final policy and is still subject to further change based on input received during the public consultation and as part of the final approval of the policy by the Boards of the DFIs.

Independent Expert Panel – Grey Comment Boxes
The drafting process was facilitated by an independent external facilitator with the aim of reaching consensus on a revised ICM policy. It was agreed that where the Independent Expert Panel and the DFIs did not reach consensus, the Independent Expert Panel would highlight their differing views in the Draft ICM Policy when shared for public consultation. The differing views of the Independent Expert Panel are shown in grey comment boxes in the draft policy text.
